PHONG_SPECULAR

THE BOX'S MAIN HELP:

This function returns the phong factor based on the direction
of illumination vector, DIR, the specular exponent, EXP, and 
the normal and dir state variables.

EXP (input):

The specular exponent.

DIR (input):

The vector to the light; the direction of the illumination.

OUT (output):

The phong factor.
